Rulebook

These rules apply from July 29, 2025.

In this rulebook, the following terms shall have the following meanings:

  • Employer: a legal entity operating in the cultural and creative sector.
  • Employee: a person who was previously hired by the employer as a self-employed person registered with the Chamber of Commerce (NL: KvK) and who has become an employee of the employer.
  • Salary costs: gross salary of an employee, excluding holiday pay, allowances, and other salary-related agreements.  
  1. The subsidy is open to employers in the cultural and creative sector (see SBI code list). Mediators and personnel service providers cannot submit an application. 
  2. An employer can apply for a contribution towards salary costs for an employee who has entered into employment with the employer for at least 16 hours per week.
  3. The employee performed work for the employer as a self-employed person in the past 12 months (calculated from the start date of the employment contract). Either for at least 2 months or for at least 1 month, for at least 8 hours per week.
  4. There must be an employment contract signed by the employer and employee that meets the legal requirements and that has a term of at least 3 months, including the legal probationary period. The employment contract did not enter into force earlier than 6 months before the date of application or did not enter into force later than 2 months after the date of application.
  5. The salary cost allowance is granted for a maximum of 12 months, depending on the duration of the employment contract.
  6. The employer can submit an application for multiple employees. An application must then be submitted for each employee. It is not possible to submit multiple applications for the same employee.
  7. The compensation for salary costs amounts to 20% of those salary costs. The compensation is calculated, determined, and communicated by Platform ACCT when assessing the application and will not change anymore. 
  8. Within 4 weeks after the end of the period to which the granted application relates, the employer can declare the compensation for salary costs by submitting the salary specifications for that period. If the actual salary costs appear to be more than 10% lower than the salary costs as described in point 7, the commitment will be recalculated and adjusted downwards by Platform ACCT. In the event of a higher salary payment, no new calculation will follow.
  9. If the application is approved, a one-off incentive bonus of €1,000 will be provided. This incentive reward will be transferred to the employer’s bank account at the beginning of the following month.
  10. Applications can only be submitted via the designated website.
  11. Employers may be asked to cooperate in, among other things, general research into personnel policy in the sector or within their own organization.
  12. After receipt of the application, it will be assessed within two weeks. The outcome (granting, rejection, or further questions) will be communicated by email. The award email contains instructions for declaring the salary costs.
  13. The employer can declare the contribution up to 12 weeks after the end of the application period. After that, the possibility to declare expires.
  14. The application may be rejected if, in Platform ACCT’s opinion, it does not align with the intent of the subsidy. 

Oog voor Impuls reserves the right to reject applications if the agreed salary deviates substantially from what is customary in the market or sector. The government-provided incentive budget for Zekere Zaak is limited. Applications can be submitted as long as there is budget. Platform ACCT reserves the right to change or terminate the subsidy at any time. Please contact info@oogvoorimpuls.nl if you have any questions about this.
